Abidjan - From 12 to 15 February 2018, Abidjan Convention Secretariat hosted a workshop on the results of the implementation of environmental assessment on San Pedro sites (southern Côte d'Ivoire). The workshop was held in presence of a UN Environment mission coming from Geneva.

The objective of the workshop was to promote the Integrated Strategic Environmental Assessment (ISEA) and to disseminate it to different actors involved in the development of policies, plans and programmes in Côte d'Ivoire.

In this context, a half-day training was conducted for Environmental Assessment experts, first users of environmental assessment tools. This half-day training was an opportunity to present the ISEA and show how it was appropriate to adopt it in place of the Strategic Environmental Assessment (SEA). On the other hand, a half-day training was also organized for local authorities and actors (managers of towns and municipalities), the Economic and Social Council (CES) and development partners including the World Bank, the Global Environment Facility (GEF), the African Development Bank (AfDB) in order to present the ISEA proposed approach for Côte d'Ivoire and submit it for appreciation.

In addition, UN Environment presented the provisional Terms of Reference (ToRs) for the ISEA finalization in San Pedro and for the realization of an ISEA in the mining sector in Côte d'Ivoire. The ToRs will be finalized with the Ivorian Environment National Agency (ANDE).

The Abidjan Convention gives the project a major importance with regards to COP12 decision [CP-12.7] on regional policy on integrated management of marine and coastal areas with the objective of improving coordination and communication between different government and other agencies to avoid duplication and ensure integrated and efficient management of resources.

The workshop ended up with: (a) the Minister of Health, Environment and Sustainable Development congratulating UN Environment and ANDE for their work; (b) the Minister of Health, Environment and Sustainable Development requesting the “popularization “of  ISEA; (c) Environmental Assessment experts, first users of environmental assessment tools, being familiar with ISEA and ready to implement it; d) the Economic and Social Council confirming its full involvement in the implementation of the ISEA; e) the World Bank adherence to the tool and supporting ANDE in the integration of this tool in the SEA Code which is currently being revised; f) the GEF announcing a funding opportunity for the implementation and operationalization of the ISEA environmental and social digital data management in San Pedro.

The GEF also express his desire to support ANDE, UN Environment and the Abidjan Convention in its process of popularizing this new tool as well as the capacity building of the stakeholders. Lire en Français
